Premium Parking coming to Chester City

Effective Monday, July 1, 2024, all residents must register for parking. The Management Office of Premium Parking is located to the right as you enter the front entrance to Chester City Hall, 1 East Fourth Street, Chester, PA.

The Parking Authority office hours are Monday through Friday from 9 am – 1 pm.

Important to Know
Do Not Pay Parking Meters on the street. Pay via the Premium Parking signage. You can pay via CameraPay, TextPay, or by calling Premium Customer Service.

Paid On-Street parking is in effect Mondays through Thursdays from 8 am – 6 pm and Friday through Saturday from 8 am – 9 pm. There’s no charge for parking on evenings, Sundays, and some holidays as determined by the city.

Rates are as follows (except near Talen Stadium on event days):
$2.00 per hour, or $6.00 for four hours, or $10.00 all day from 8 am to 6 pm.

Resident Permit Parking (RPP):
The RPP program will only be valid in certain areas/zones in the city designated by signage on posted blocks. If you see a sign on your street, you should register for the RPP program. Daytime hours are defined from 8:00 am through 6:00 pm, Monday through Friday. RPP permits will be issued to residents (in person) at City Hall, via mail, and online via the Chester City website. Permits are valid for one year and must be renewed annually at a cost of $30 yearly, with Guest permits free of charge. RPP permits will not be issued to residents who have not satisfied outstanding City debt or have two (2) or more unpaid parking tickets within the household. There’s a two (2) per household permit limit.
