Council got right to the business of the Philadelphia government, following what appeared to be a restful and well-deserved break. There’s much to unpack in this first session of 2025. Council seems to be listening and putting forth legislation to address some of the concerns of Philadelphians. This is quite a change from the 2024 end-of-the-year sessions.

Bills and Resolutions on Final Passage
-Councilmember Cindy Bass introduced Resolution 240724, calling for the Commonwealth to strengthen illegal activity by merchants that impact Philadelphia neighborhoods. Resolution Adopted.
-Councilmember Cindy Bass introduced Resolution 241097, honoring the Simon Gratz High School Football Team for winning the 2024 Public League Championship, celebrating their resilience and excellence. Resolution Adopted.

Bills and Resolutions on Second Reading and Final Passage
Councilmembers Jeffrey Young, Jr., Mark Squilla, and Jim Harrity introduced Non-Privileged Resolution 240304-A, an Ordinance amending Subcode “A” of the Philadelphia Administrative Code of Title 4 of the Philadelphia Code (Building, Construction, and Occupancy Code), to require proof of certain insurances; all under certain terms and conditions.

Councilmember Quetcy Lozada introduced Non-Privileged Resolution 240665, an Ordinance amending Title 10 of the Philadelphia Code, entitled “Regulation of Individual Conduct and Activity” by adding a new chapter concerning vehicular mobile service providers and providing for penalties, all under certain terms and conditions.

Resolutions
Councilmember Phillips introduced Privileged Resolution 250010 on behalf of Council President Kenyatta Johnson, commemorating the 60th anniversary of the Voting Rights Act of 1965, recognizing its pivotal role in securing equal voting rights for African Americans and other marginalized groups, advancing civil rights in the United States. Councilmember Katherine Gilmore-Richardson introduced Privileged Resolution 250011 on behalf of Council President Kenyatta Johnson, celebrating the life legacy and unwavering commitment of Rabbi Solomon Isaacson, leader of Congregation Beth Solomon and dedicated advocate for Jewish, broader faith, and social service communities. Today’s Final Passage Calendar. Resolution Adopted.

Councilmember Katherine Gilmore-Richardson introduced Resolution 250012 on behalf of Councilmember Nina Ahmad, recognizing January 2025 as Human Trafficking Prevention Month in the City of Philadelphia. Today’s Final Passage Calendar. Resolution Adopted.

Councilmember Katherine Gilmore-Richardson introduced Privileged Resolution 250013, honoring the African American Children’s Book Project on the occasion of the 33rd Annual African American Children’s Book Fair.

Councilmember Isaiah Thomas introduced Privilege Resolution 250016 authorizing the Committee on Education to hold hearings on the existence, purpose, use, and procedures surrounding the School District of Philadelphia’s reassignment rooms…sometimes called rubber rooms. Today’s Final Passage Calendar. Resolution Adopted.

“Rubber room is education slang…what happens is there is a place where school district staff are asked to go to when they’ve been accused of something specifically. It’s referred to as the rubber room…basically a place you go when your employment status is pending. We’re examining this process because of efficiency. People can be in this space for up to three years. Think about the missed salary for the employee and the academic gap for the students not instruction from a qualified educator,” said Councilmember Thomas, Chairman of the Education Committee.

Councilmember Isaiah Thomas introduced Privileged Resolution 250020 authorizing the City Council’s Committee of the Whole to conduct hearings to assess the implementation of a mandatory millage rate adjustment review in response to city-wide property assessments conducted by the Office of Property Assessment, with the goal of maintaining revenue neutrality to alleviate increasing tax burdens on Philadelphia taxpayers.
