City Council December 5, 2024
There were no presentations at this Council Session.

Joining members of Council for this session were former Honorable Council President and Mayor John F. Street and former Honorable Councilmember Jannie Blackwell.

Messages From the Mayor:
A Resolution approving the reappointment of Debra McCarty to the Philadelphia Water, Sewer, and Stormwater Rate Board.

Under Sections 4-604 and 2-307of the Home Rule Charter transmitted, on the recommendation of the City Planning Commission on the following bills:
240871, 240872, 240881, 241026, 241027, 241029, 241051, 241051, 241055,241058, and 241059 have all been approved.

Bills 241054, 241061, 241062, and 241064 are all on a 45-day hold.

The following Bills passed Council at its session on November 14, 2023, and were signed by Mayor Parker on December 4, 2024: 241004 and 241931.

Councilmember Katherine Gilmore-Richardson introduced a Privileged Resolution declaring each Friday in December 2024 as Shop Black Business Friday in the City of Philadelphia. Placed on the Final Passage Calendar for today.

Ramona Briscoe Benson was recognized, honoring, and congratulating her on her astounding career and subsequent retirement from Peco. Placed on the Final Passage Calendar for today.

Councilmember Isaiah Thomas introduced a Privileged Resolution honoring Theresa Johnson Duncan for her role in addressing the personal and material needs of pregnant mothers and infants in the City of Philadelphia. Placed on the Final Passage Calendar for today.

Councilmember Isaiah Thomas introduced a Privileged Resolution honoring Rachel Pritzker of the Pritzker Law Firm for winning the Best Overall Law Firm by the Philadelphia Inquirer and in their first-ever Philly Favorites and for their commitment and contributions to the legal profession in the City of Philadelphia. Placed on the Final Passage Calendar for today.

Councilmember Isaiah Thomas introduced a Privileged Resolution honoring Dionne Riddick-Gary on becoming the first African American woman to be president of the AFSCME District 1199C National Hospital and Healthcare Workers Union. Placed on Final Passage Calendar for today.

Councilmember Curtis Jones, Jr. introduced a Privileged Resolution authorizing the Committee on Law and Government to hold hearings to evaluate the impending impacts of the Trump administration on the City of Philadelphia to ensure that the city is immune to harmful policies. Placed on the Final Passage Calendar for today.

“I want to acknowledge your work, Council President, for bringing the three legislative branches together to look at this issue. What this legislation intends to do is to get the departments, in addition to what you’re doing, to brief us as to the potential impacts. Eighty percent of the funding for the Philadelphia Housing Authority comes from the federal government, and you know what that means to the City of Philadelphia. We want to be prepared for those impacts,” stated Councilmember Jones.

Councilmember Quetcy Lozada introduced a Privileged Resolution authorizing the Special Committee on Kensington to conduct hearings on the year-end report on the Kensington area revival plan and its effects on the community. Placed on the Final Passage Calendar for today.
