In order to back prisoners off the fallen and badly beaten guards, tower guards fired numerous shots near areas of combat; by 4:30 pm, the Camp Hill Special Emergency Response Team, Pennsylvania State troopers, and the Allen Township police department arrived on the scene.
The standard issue ammunition to tower guards is the use of (Birdshot) ammunition, but the local police use (00 Buckshot), which is a more lethal type of ammunition. The Commissioner allowed the local police and state troopers to continue to use 00 Buckshot as they attempted to regain control of the prison. Nearly 560 prisoners were moved to the main stockade field; another 150 prisoners that were in the educational building were moved to another field.
State troopers and police led all the prisoners to their destinations at gunpoint. Many brothers were severely beaten and handcuffed. Although there were over 600 police in riot gear moving around the prison to subdue and neutralize the captives, there still were many prisoners strategically positioned in certain areas.
