With all the hoopla around water quality, increasing storm hazards, flooding, and all the other variables that are wreaking havoc in our waterways across the globe, the Stormwater Authority of Chester has been making tremendous strides.
SAC Board Chair Livia Smith, SAC Vice Chair Portia West, SAC Secretary Joan Neal, SAC Treasurer Bill Riley, and SAC Board Members Joy Taylor and John Shelton, were all on hand as Executive Director Dr. Norris Strand announced SAC’s latest project. Flanked by Engineers from HDR Inc., an employee-owned design firm specializing in engineering, architecture, environmental, and construction services. Having worked on projects in 50 states and 60 countries, HDR Inc., is well versed on the challenges faced by Chester, an old city with an aging infrastructure…most of It in place here since the early 1900s.
Dr. Strand broke down the advantages of the Memorial Park Project, explaining:
Stormwater Authority of Chester is embarking on a major and needed project, as it relates to flooding in the Memorial Park area along the Engle Street corridor. For many years, residents who lived below the railroad trestle and down to 4th Street have suffered from flooding whenever there are major storms in the City of Chester. Businesses and residences in that area have always been inundated with floods–and the resulting damage and no recourse. Because of pleas and concerns from residents and businesses, the SAC has put together a plan to do something to alleviate the issue. Our engineers have come up with a specialized design plan that will remediate and eliminate most of the flooding issues that come out of Memorial Park. Along with the special engineering system, we are going to beautify the park with gazebos, benches, walking trails, special lighting, and a pond that residents will be able to use for fishing out. That would be a controlled pond that will control the flow of water going downstream to the 4th Street area, overwhelming the combined sewer system.
