The Stormwater Authority of the City of Chester (SAC) announced the opening of a new payment center located at 23 East 5th Street, Chester, Pa (formerly Bryn Mawr Trust Bank) on Monday, September 19, 2022. In attendance were Councilman and Deputy Mayor William Morgan, Councilwoman Elizabeth Williams, Director of Community Health Services for City of Chester Rosetta Carter, Press Secretary City of Chester Amanda Johnson, SAC Board of Directors Livia Smith (Chair), Joan Neal (Secretary), William Riley (Treasurer), Joy Taylor and Fred Green (Board Members). Dr. Horace Strand, Executive Manager of the Stormwater Authority of the City of Chester, office staff, and several members of the community were also in attendance.Â
