Mr. James started his career in public service in the United States Army (1961-1964) and as a Philadelphia Police officer (1965-1987). During his time at the Philadelphia Police Department, he also served as the former president of the Guardian Civic League, the organization I will always remember Harold James because early on in his career he became a Philadelphia Police Officer, where he served in a very positive way. In fact, Harold James is one of the past presidents of the Philadelphia Guardian Civic League. The Guardian Civic League is an organization that originally was started to assist Black Police officers on the job going through racism and other nonsense on the job. It was also designed to offer training classes to prepare would-be minority officers to take the entrance exam for the Philadelphia Police Academy.
Harold James was very close to another former Philadelphia Police Officer, Alphonso Deal, who later went on to become president of the Philadelphia NAACP Chapter. Often back in the good old days, one could see the two of them together, going to meetings or coming from other events.
Harold James went on to run for Political Office, setting his eyes on a PA State Representative seat. He won, and he worked as a State Representative, representing the people of the 186th district for ten terms, from 1989 – 2008.
